A vulnerability has been identified in PHP, which could be exploited by attackers to bypass security and potentially gain knowledge of sensitive information. This issue is caused by a design error in the "make_http_soap_request()" [ext/soap/php_http.c] function when calling "php_rand_r()" with an uninitialized variable to generate a random number for the authentication mechanism, which could cause a vulnerable system to use a weak encryption of sensitive data.
